Judith Oswald, MHA, SHRM-SCP, brings over 20 years of healthcare operations and workforce strategy to every client engagement. She has guided organizations through DEA, FDA, CMS, and state regulatory oversight, two major corporate acquisitions, and full-spectrum HR and compliance transformation.

As former Chief Administrative Officer of Fallbrook Regional Health District, she directed the organization's first classification and compensation study in 75 years, and led a 36-month CalPERS benefits transformation. As General Manager of a $45M multi-state specialty pharmacy, she built HR infrastructure from the ground up and guided the organization through national and multinational acquisitions.

Today, Judith serves as Vice President of Human Resources at Rancho Mission Viejo and as Founder & Principal of The Oswald Group — where she brings executive-level authority directly to licensed healthcare practice owners who need risk handled, not delegated.
